Maurine Fanguy

Maurine Fanguy currently serves as the Managing Director at Accenture Federal Services. She is a seasoned security executive with government and private sector experience across identity, biometrics, access control, and CBRNE. She brings an interdisciplinary approach to innovative solutions for the most difficult homeland security challenges. Previously, Maurine was the Vice President of Solutions and Strategy for MorphoTrust USA. Based in Washington, D.C., she led MorphoTrust’s Transportation Security Administration (TSA) account, providing leadership for high-profile programs, including TSA Precheck, Universal Enrollment, and Credential Authentication Technology (CAT). Maurine also led Global Strategy and Product Management for Morpho Detection (now part of Smiths Detection), a leader in high-tech security screening equipment and services. Working with partners across industry, Maurine co-founded the Security Manufacturers Coalition (SMC) in 2011 and served as its first vice-chair.

During her tenure at TSA, Maurine served as Chief of Staff to the Chief Technology Officer and Director of Maritime and Surface Credentialing. She regularly testified before Congress and represented TSA with national and local media. Maurine drove engagement with industry, domestic and foreign government entities, media and Congress on key security issues. As principal advisor to the CTO, she was a leader during a critical period when the agency recapitalized nearly every airport checkpoint in America and introduced next generation technology, including multi-view x-ray systems, body scanners, explosives trace detectors, explosives detection systems, bottled liquid scanners, and more. As the United States faced new plots, such as the Christmas 2009 bomber and 2010 Yemen printer attempt, Maurine drove the technology response and security policy to address new threats. Maurine established the regulatory framework and led successful deployment of the Transportation Worker Identification Credential program (TWIC) with enrollment of 2 million workers in a first-of-its-kind, biometric smartcard program and laid the foundation for future secure enrollment initiatives. Prior to joining TSA, Maurine advised commercial and public sector clients at Andersen Consulting and Accenture, LLP on business and technology strategy and implementation. She worked on a wide range of homeland security-related projects, including development of a patented border management framework used on the US-VISIT program.

Maurine is a graduate of Virginia Polytechnic Institute and State University in Blacksburg, Virginia, with a B.S. in Biology.
